He began his journey into entrepreneurship after his last job was disrupted by company restructuring. He left the company, and with just a small amount of savings, decided to chart his own course. He started his own business, EPS Computer Systems Pte Ltd, which has since grown into a regional firm. The initial years, however, were challenging. He juggled cash flow, finding the right talent and developing effective business models. Being an entrepreneur is all-consuming. How does play come into your life? Mr Liang: I love discovering new experiences abroad and have had the privilege of witnessing iconic landmarks such as the Northern Lights, the Blue Lagoon, the Pyramids, the Great Wall, the Colosseum and more. As a company, we also travel for team-bonding. The award is made possible by EPS Computer Systems Pte Ltd. “Entrepreneurship is full of ups and downs,” Mr. Liang shares. “Obstacles will come, but a rainbow awaits those who pursue this path with passion, diligence, creativity, perseverance and leadership.” His belief in these values inspired the creation of the EPS Computer Systems Award, which honours the top graduating students from the Bachelor of Science in Information and Communication Technology program each year. Advice for Students For Mr. Liang, entrepreneurship and learning are similar in that both are long-term pursuits. “They’re not 100-metre sprints; they’re more like marathons,” he says. “A positive mindset is crucial, especially when there are highs and lows. Learn from mistakes but don’t dwell on them.” He also encourages graduating students to become global citizens: “Singapore is a small country, so venture beyond these shores and broaden your perspective. We pursue the mission through strategic partnerships with organisations and supporting charitable causes that aligned with providing social support for vulnerable individuals via emotional, instrumental and financial means.   Mdm Manickam. 70-year-old Mdm Manickam suffers from Charcot Feet, a condition that causes her feet to be deformed and her toes badly bent. To get out of her wheelchair, Mdm Manickam needs to put on special shoes that help her move from one spot to the other. She is also diabetic and is on regular insulin injections. To travel to Changi Hospital for her treatment and back, Mdm Manickam can only rely on the Dedicated North East Ambulance Programme supported by North East Community Development Council (NECDC). Dedicated North East Ambulance Programme The Dedicated North East Ambulance Programme aims to provide subsidised ambulance transport service for needy residents with mobility difficulties to attend their scheduled medical or dialysis appointments. In support of this cause, EPS Consultants have contributed by donating generously to the North East Community Development Council. With the collective efforts of other donors, individuals with chronic health and mobility issues are given the chance to seek medical treatment safely and timely. EPS Consultants is on a continuous lookout for philanthropic initiatives that are in line with our vision of being a socially conscious and service-minded organisation.

EPS Consultants supports the hiring of locals during Covid-19 Covid-19 implications for business The coronavirus outbreak presents both threats and opportunities to businesses around the globe.  When many of the countries imposed lockdown measures to keep the novel covid-19 virus at bay, some industries were hit harder than others, while certain companies thrived and emerge stronger from the crisis. Mr. Brendan Goh, who was a former entrepreneur, runs an HR consultancy firm in Vietnam. Specialising in the provision of manpower to international factories, the establishment suffered a greater impact than others and inevitably was adversely affected by the global economic slowdown. Brendan made the choice to return to Singapore and start all over from scratch, enduring 8 months of hardships during his job search. Playing our part in supporting local Singaporeans Having been in the recruitment industry for 27 years, EPS Consultants understand organisations’ hiring sentiments, especially during such a tough business climate. It is envisaged that the Singapore job market will remain tight especially in selected industries. Economic projections fluctuate continually and many job seekers face difficulties in landing a job, less their dream career. Singapore unveils new work pass – Tech.Pass, for global tech talents; applications open in January

Singapore unveils new work pass – Tech.Pass, for global tech talents; applications open in January Singapore’s Economic Development Board announced plans to introduce a new work pass – Tech.Pass, to attract global tech experts with a proven track record of contributing to the global technology ecosystem. This program is implemented as part of Singapore’s multi-pronged approach to develop Singapore’s tech scene, ensuring that Singapore remains globally competitive. Under the Tech.pass program, a total of 500 work passes will be available for application upon its launch in January 2021. This program is mainly targeted at highly accomplished tech talents such as founders, leaders, and technical experts with experience in established or fast-growing tech organisations. EDB will take charge of the administering of passes, supported by the Ministry of Manpower. Tech talents who are awarded the Tech.Pass enjoys the flexibility to move seamlessly between different activities that contribute to Singapore’s tech ecosystem – managing a business, investing, mentoring or leading companies, or even teaching professionally in institutes of higher learning. Eligibility criteria for Tech.Pass To qualify for the Tech.Pass, applicants must fulfill at least 2 of the following requirements: Have a last drawn fixed monthly salary in the past year of at least $20,000 Possess at least five cumulative years of experience in a leading role in a tech company with a valuation or market cap of at least US$500 million or at least US$30 million funding Possess at least five cumulative years of experience in a leading role in the development of a tech product that has at least $100,000 monthly active users or at least US$100 million revenue Tech.Pass will be available for renewal for another subsequent two years, provided the holder meets certain requirements such as having earned at least S$240,000 (US$177,871) in assessable income, achieving total annual business spending of at least S$100,000 (US$74,113), among others. Summary By attracting established tech talent, it will further strengthen Singapore’s position as a leading tech hub for the region and the spillover effects could possibly include more job creations for local tech talents. Tech.Pass is an extension of the Tech@SG program that was launched in 2019 to support fast-growing tech businesses and established tech talent to enter Singapore, facilitating knowledge and experience sharing in the local tech scene. Tightening Singapore’s Foreign Workforce Policy [EP & Spass]

Tightening Singapore’s Foreign Workforce Policy Following the recent announcement by Singapore Ministry of Manpower (MOM) on 27 August 2020, multiple changes and tightening measures were implemented for Singapore’s foreign workforce policy. Salary requirement for Employment Pass (EP) holders From 1st September 2020, the minimum qualifying salary for new Employment Pass candidates will be raised by $600 to $4,500. In addition, starting from 1st December, employment pass holders in the financial service sector will have to meet a higher salary requirement of $5,000. Qualifying salaries of older and more experienced Employment Pass candidates in their 40s have also seen an increase, calling an amount double of the minimum qualifying salary for the youngest applicants. For renewal applicants, these new salary criteria will come into effect from 1st May 2021. Salary requirement for S Pass holders From 1st October 2020, the minimum qualifying salary for new S Pass candidates will be raised by $100 to $2,500. There will be no further changes to levies and quotas in this round of adjustments. Similarly, qualifying salaries of older and more experienced S Pass candidates in their 40s will be revised accordingly. For renewal applicants, these new salary criteria will come into effect from 1st May 2021. Changes to Fair Consideration Framework (FCF) From 1st October 2020, the FCF job advertising requirement will be extended to S Pass applications. In addition, the minimum FCF job advertising duration for EP and S Pass applications will be doubled from 14 to 28 days. Employers whose PMET workforce profiles suggest a bias against locals will be put under a Watchlist and their work pass applications will be subjected to greater scrutiny. Summary The slew of changes to Singapore’s foreign workforce policy is implemented in the efforts to combat rising retrenchments and address concerns about the competition between Singaporeans and Foreigners in the job market. The expansion of FCF advertising requirement is done in a bid to promote greater awareness of openings for mid-skilled jobs among local candidates.
