Eligibility Assessment and Application Planning
Before submission, we review the candidate’s profile, proposed role and salary against MOM’s current requirements. This includes the EP qualifying salary and, unless exempted, the Complementarity Assessment Framework (COMPASS). We use MOM’s Self-Assessment Tool to assess indicative eligibility and identify areas that need attention.
We also advise on applicable Fair Consideration Framework requirements, including advertising the role on MyCareersFuture for at least 14 consecutive days unless an exemption applies.
Documentation and Submission Support
We guide employers and candidates on the required information and documents, including passport details, employment information, company documents and qualification verification where applicable. We review submissions for completeness and consistency, coordinate required verification, and submit applications through MOM’s designated channels.

The Employment Pass is intended for foreign professionals, managers and executives with a job offer in Singapore who meet MOM’s prevailing eligibility requirements. Candidates generally need to meet the applicable qualifying salary and, unless exempted, pass COMPASS.
Most EP candidates are assessed under COMPASS after meeting the qualifying salary requirement. Certain candidates may be exempt from COMPASS based on MOM’s prevailing exemption criteria.
